    1. Important notes to schedule – 1 page
    2. Mandatory Play rules and Mandatory Play Chart – 2 pages
    3. Teams, Coaches, phone numbers – 4 pages
    4. Letter to referee association – 3 pages. It is important that you are aware of instructions given to the referees under our contract (para.4,5,6, and 7). It is suggested you carry this letter with your team information to clarify any administrative questions which may arise.
    5. It is the Winning Coaches job to get the game result posted on the EPWBA website (www.epwba.org) . Standings update on the website automatically when a game result is posted. End of season tournament seeding/brackets for all leagues except Novice will be handed out at a coaches meeting prior to the end of your regular season (they are NOT included in this packet).
    6. Schedule – 15 pages. Please check each page for footnotes (ie. Game or Practice). There are a few quirks in the schedule, Senior/Junior/ Middle because of the odd number of teams, each team will have one bye each game and one team will practice alone. In the Prep League there are a couple weeks where I couldn’t fit everyone in the timeslots, I have tried to make it up on open dates.

NOTES TO SCHEDULE

1. Novice -All weekday events are practices. When season games begin in January, you will continue to have practices on the weekday event.

- Novice games will be the Sunday event.

2. General:

Due to the amount of gym time allocated, there is virtually no flexibility for rescheduling games. We will reschedule snowed-out games as soon as possible. Do not take it upon yourself to cancel any games. The EPWBA has to pay a penalty fee for unused gym time at a rate of $30 per hour. Games not played for any reason other than the school being closed will not be rescheduled. If a team is not prepared to play a game, it is recorded as a loss for the team and a win for the opponent.

For games: the First team listed on the schedule is the HOME team and needs to provide the Official Scorer and Time Keeper. The Time Keeper is responsible for filling out the mandatory play sheet - see following page. The HOME TEAM is responsible to turn the mandatory play sheet in to the league rep to get credit for a win.

If the schools are closed or dismissed early due to inclement weather, play is cancelled. If bad weather develops after the regular school day, call your league rep to check on the status of games. If weekend play is cancelled, it will be broadcast after 7:00 a.m. on:

WTOP - 1500 AM - 107.7 FM; and reported on the Park Authority recording by 7:00am and updated at 3:00pm at 703-792-4750 ext3021.

The building supervisors are authorized to close the schools. If a coach or assistant coach is unhappy with a gym supervisor's action, please do not get into an argument with the supervisor: call Pat O'Leary/Charlie Luckett/Vince Kush to report your displeasure. If a gym supervisor reports any misconduct, or what they perceive to be abuse on the part of coaches to the Park Authority, the EPWBA can receive a censure, which can include a 3 day suspension of gym use.

ADVISE YOUR PLAYERS TO CARRY THEIR GAME SHOES INTO THE GYM. THE GYM SUPERVISORS HAVE BEEN INSTRUCTED NOT TO PERMIT ANY PLAYER ON THE COURT IN THE SAME SHOES WORN COMING INTO THE BUILDING - WE HAVE BEEN TOLD NO EXCEPTIONS WILL BE MADE. FOOD and DRINKS(other than water)ARE NOT PERMITTED IN THE GYMS.

ADVISE YOUR TEAM PARENTS NOT TO PARK IN THE FIRE LANES. THE GYM SUPERVISORS HAVE BEEN INSTRUCTED TO HALT ACTIVITIES IN THE GYMS UNTIL CARS IN THE FIRE LANES ARE REMOVED.


MANDATORY PLAY

The EPWBA was specifically formed to provide youth the "opportunity" to play basketball on an organized basis. This is stated as our " purpose" in our articles of Incorporation.

Our establishment of Mandatory Play requirements help us to meet our goal that all participants, regardless of their ability have the opportunity to play.

To further assist the coaches and officials in assuring that Mandatory Play is adhered to, we have provided a simple Mandatory Play Sheet to be completed during the course of the game. One is attached to each page of every scorebook.

The Mandatory Play requirements are different in each age division, but the operation of the rules is consistent. A player completes a Mandatory Play period by entering the play period at the beginning of the period and staying on the court until the end of the period. If the player leaves the court, for any reason other than injury, including fouls, the player HAS NOT completed a Mandatory Play period.

At the beginning of each Mandatory Play period (MP1,MP2 etc) the scorer simply puts a check mark in the appropriate column and line for each of the 5 player numbers who are on the court for each team. If any player is substituted from the game during the period, the player’s number is circled indicating that Mandatory Play for the period has not been met. At the end of the third quarter, the coaches for each team come to the scorer’s table to find out if there are any mandatory play requirements not yet satisfied.

In all divisions, all players must play a minimum of three play periods (each play period is 3 minutes). In addition in Girls, Middle, Prep, and Novice, each player must sit for at least one play period. We highly encourage each coach to play every player at least half of the game.

In order to get credit for a win in the standings, the winning coach must provide a completed Mandatory Play Sheet to the league Rep within 1 week of the game.

Dear Curtis,

Enclosed is our signed contract for this year.

We will complete team assignment by the week after Thanksgiving. We hope to begin playing games for the Senior League on December 3 and Junior and Middle leagues on December 8. Assuming timely assignment of our gym allocation, I will let you know the exact times and places by November 21.

As soon as possible, we will give you a full league schedule for the entire season. In the full schedule the letter designations (S, J, M, G and P) indicate the league involved.

S - Senior (l6-l8)
J - Junior (14-15)
M - Middle (12-13)
P - Prep (10-11)
G - Girls (12-14)

We desire to play by National Federation Rules modified slightly.

The Senior league will play 18-minute running clock halves, reverting to a regular clock for the last two minutes of each half. The clock should be stopped only for shooting fouls or time-outs. In the Senior league, we will shoot l and l on the seventh foul of the half.

Please refer to the Special rules for the Prep league attached to this letter. The Junior and Middle leagues have no special rules. The Junior, Middle, Girls and Prep leagues will be playing 6-minute quarters and 3-minute overtimes. In all leagues except Seniors, the clock should stop momentarily (not a full time-out) at approximately the 3-minute mark of each quarter for our mandatory substitutions. We also request an extra 30 seconds between third and fourth quarters for coaches to check mandatory play requirements at the scorers’ table. Please allow 5 minutes between games and 3-minute half-times, when possible.

We desire to apply two additional special rules which will apply to all age groups.

1) No dunking. Applies during warm-ups as well as games. Penalty to be assessed is a bench technical (indirect, charged to the coach), the basket will not count, and the player will be given a warning. The player will not be assessed the technical, but the violating player will be noted and if the same player commits another dunk in the game, he is to be ejected.

2) Forfeits. The EPWBA permits a team to begin a game with four players. There is no requirement for a fifth player to report at any time. Eight minutes grace from the scheduled starting time should be given for a team to provide players before declaring a forfeit for lack of players.

First and foremost in our program is youth participation and we emphasize that aspect by our mandatory play rule. While we do not expect the referees to assume any responsibility in this regard, we ask your help. When advised by the scorer's table that it is time for a mandatory substitution period, we would like the officials to "waive the subs on" at an appropriate moment, so as not to affect any immediate play.

You are aware of the school closing policy for inclement weather. If the schools are closed or dismissed early due to bad weather, play is canceled. If bad weather develops after the regular school day, please call Vince Kush (730-8660) or me to see if we have been canceled. If weekend play is canceled, it will be broadcast after 7:00 am on: WTOP - 1500 AM and 107.7 FM, and reported on the Park Authority recording at 792-4750, extension 3021. We will advise you of reschedulings of make-ups as soon as possible. The playoff and tournament schedule will follow the regular season. We will get that schedule to you as it develops.

Even though sportsmanship is taught and is expected, sometime problems do develop. We are emphasizing strict observance of conduct rules for coaches this year, and also issuing a "parent/fan code of conduct" to the parents. We have been pleased with the way your officials conduct themselves and control the game. We think that some of the credit for our having a relatively problem-free Senior league goes to your Association. We look forward to a season without incident, but if any unfortunate events do occur, please call either Pat O'Leary (Commissioner 590-9600), or myself (791-3615) as soon as possible, so we can properly deal with the matter.

Special Prep League Rules

1. Defensive Pressing Rule

Defensive pressing will not be permitted when the 10-second rule is in effect. Specifically, if a team/player gains clear possession of the ball within their backcourt via a rebound, intercepted pass, loose ball, results of a jump ball, or a backcourt out-of-bounds play, pressing is not permitted. [A player with the ball is in the backcourt until both feet and the ball have crossed the center line.] However, pressing is permitted when the offensive team returns to their backcourt via an in-bounds play from their fore-court. A defensive player may cross the no-press line to pick up a loose ball. Referees should make allowance for a reflex defensive action (i.e., a player starts to guard, then remembers the no-press rule and quits).

A pressing violation will cause the referees to stop play and warn the offending player and team. The ball is then awarded to the team in possession prior to the press infraction. There will be three warnings per team per game. The fourth and any subsequent press violations will result in a technical foul called against the violating team’s bench with the offended team awarded two free throws.

No-press will not apply in the last two minutes of each half and in the last minute of any 3-minute overtime period. The official scorer shall notify the referees when two minutes remain (one minute in overtime). The referees should notify both coaches.

2. Center Lane Rule

Time permitted in the center lane by an offensive player will not exceed 5 consecutive seconds.

3. Foul Shooting

Players may step over the line during foul shooting, but may not use the momentum to gain an advantage on the rebound.
